Since joining SAI in January 2013, he has provided services to companies from different sectors before the Federal Economic Competition Commission in procedures for notification of concentrations, investigations by the possible commission of monopolistic practices, declarations of absence of effective competition conditions, requests for authorization to participate in tenders, among others. In the telecommunications sector, he has advised companies in competition and regulatory procedures before the Federal Telecommunications Institute. He has also carried out evaluations on commercial practices and on competition conditions in multiple markets; he has also directed countless audits and compliance training in competition matters.
He has provided advice to various companies in proceedings before administrative courts specializing in economic competition. Additionally, he has advised companies on matters of public procurement, privacy notices and protection of ARCO rights (access, rectification, cancellation and opposition to the processing of personal data).
In 2012, he advised the Vice Presidency of Operations of the National Commission of the Retirement Savings System regarding changes to regulations of retirement savings systems (SAR), as well as on projects related to incentives and industrial organization in segments of the SAR.
Between 2010 and 2011, he served as an advisor to the General Directorate of Investigations of Relative Monopolistic Practices of the Federal Competition Commission on investigations of anticompetitive practices in sectors such as aviation, agriculture, telecommunications, food and energy. In 2009, he collaborated in the area of competition and regulation of the Research Center for Development, AC, where he conducted studies related to regulatory changes in various regulated sectors, according to the structure of each one.
He holds a degree in Law from the Center for Economic Research and Teaching, A.C. In the academic field, he has published various articles and chapters in books; among them: “Regulation on exploitative practices, powers of the Federal Economic Competition Commission and the Federal Consumer Protection Agency”, in the book New consumer law (Porrúa, 2015); “Structural reforms: competition as the central axis of the economic growth strategy in Mexico”, co-authored with lawyer Lucía Ojeda, in the book Growth and productivity, vol. II (Fondo de Cultura Económica, 2018), and “Lack of certainty in the parameters used for the imposition of sanctions: pending aspects”, in the magazine Abogado Corporativo, of the National Association of Corporate Lawyers (January-February 2019).
He is a member of the faculty of the International Chamber of Commerce’s Diploma in Economic Competition. Felipe has been recognized as a leader in competition practice by publications such as Chambers and Partners, Legal 500, Who’s Who Legal and Best Lawyers.
