As a public official and as a private consultant, he has been involved in a wide variety of investment projects and regulatory issues in this area. As Head of the Investment Unit of the Ministry of Finance and Public Credit (SHCP), he established the portfolio of investment programs and projects of the Federal Public Administration based on the use of stricter socioeconomic cost-benefit criteria and promoted the first public-private partnership (PPP) projects in Mexico under the scheme of service delivery projects (PPS) in the areas of road, educational and hospital infrastructure.
Likewise, as Technical Secretary of the Infrastructure Cabinet, he coordinated the development of the first national infrastructure program in the country’s history, and promoted various strategic projects in petrochemicals, tourism and transportation. In the private sector, he advised on the development of various projects related to public transportation systems, road infrastructure and energy, among others, and has participated in the formation of investment vehicles in agribusiness, based on environmental, social and governance criteria.
As General Director of the Rural Sector Capitalization and Investment Fund (FOCIR), he substantially increased capital investment channeled to the agroindustry and successfully completed the life cycle of funds specialized in this sector.
As part of his career in the public sector, he participated in the development of various regulatory frameworks, such as the Foreign Trade Law and its Regulations, and the Budget and Fiscal Responsibility Law and its Regulations, as well as in the development of the public spending evaluation system through performance indicators.
As Technical Secretary of the Economic Cabinet, he also contributed to the implementation of various structural reforms, such as the creation of the new pension system and the opening to private investment in ports, airports, railways, and transportation and distribution of natural gas, among other sectors.
He has been a member of the boards of directors of various companies in the agribusiness sector and in Fund of Funds (CMIC), and is currently an independent director of FIBRA EXI 21, one of the largest infrastructure companies listed on the stock market in Mexico.
Luis Alberto Ibarra graduated with honors as an economist from the Instituto Tecnológico Autónomo de México (ITAM) and holds a Master’s and Doctorate in Economics from the University of California at Los Angeles (UCLA). Hehas also worked as a professor at various universities, currently at Universidad Anáhuac, on topics related to industrial organization, competition and economic regulation. He was also awarded the BANAMEX (now Citibanamex) Prize in Economics, both in the undergraduate thesis category and in the economic research category at the doctoral level.
