On August 11, 2020, a decree was published in the evening edition of the Official Gazette of the Federation, adding a fifth paragraph to Article 1 of the LAASSP. According to this amendment:

“The procurement of goods or the provision of health services contracted by government agencies and entities with international intergovernmental organizations through previously established collaboration mechanisms is exempt from the application of this law, provided that the principles established in the Political Constitution are upheld.”
