Founding Partner – President
Jaime Serra is the President of SAI Law and Economics and founder of Aklara (Electronic Auctions), CAM (Mexican Arbitration Center). He worked in the Mexican government from 1986 to 1994 where he served as Undersecretary of Revenue, Secretary of Commerce and Secretary of the Treasury of Mexico. As Secretary of Commerce he directed the negotiations and implementation of NAFTA; he directed the negotiations of the free trade agreements with Chile, Colombia, Venezuela, Bolivia and Costa Rica and promoted the creation of the Federal Competition Commission and IMPI, the Mexican Institute of Industrial Property. He was a member of the Board of Trustees of Yale University (1994-2001) and currently participates in the President ‘s Council on International Activities of Yale University. He is a member of the Trilateral Commission. As of October 2018 he is Chairman of the Board of Directors of BBVA and participates in the boards of directors of Tenaris and Vitro.

Among his representative clients is the Export-Import Bank (EXIM Bank) of the United States, which he has represented in the negotiation, documentation and closing of multiple aircraft and mobile equipment financing transactions for airlines and operators in Mexico and other countries.

Luis Alberto Ibarra has extensive professional experience spanning over thirty years in topics related to economic competition, public finance, investment project evaluation, infrastructure development, public-private partnerships, capital funds, agribusiness and sustainability, among others.

He served as Commissioner in the then Federal Competition Commission (COFECO), where he participated in the analysis and resolution of all procedures in the field of a number of sectors, such as telecommunications, broadcasting, energy, the financial system and consumer products, among others; he contributed to providing greater transparency in the determination of fines, and strengthened competition in infrastructure development and in public bidding processes. He has also participated as an independent consultant in various competition cases related to television and restricted audio, drug distribution, natural gas storage, retail trade and government bonds.
